Holy Days on Mondays

The Immaculate Conception is tomorrow. I was talking to my sister about
how it's a Holy Day of Obligation. She said that our bishop said since it was
on a Monday we didn't have to go because it was taken care of on Sunday.
Does the bishop have the authority to do this and is there any fact in this?

Dear Damien,

In 1992 the United States bishops decided that the solemnity of Mary, Mother of God Jan 1st, August 15, the solemnity of the Assumption, and November 1, the solemnity of All Saints would not be obligatory when they fall on a Saturday or Monday.

Nothing is said about the Immaculate Conception so yes it is a day of obligation for all dioceses in the United States. I would check with someone in your diocese just to make sure they haven't received a special indult or something (I doubt it) but I think it to be more likely that either your sister or possibly the bishop is mistaking this day with another.
