Rite in the Church follows the father, it is not decided by mutual consent of the parents. Their children (even if Baptized in the Latin Rite) will be Chaldean Catholics and under the jurisdiction of that Rite.

Kate needs to make sure that the person handling the paperwork is in contact with the Chancery Office of the local Diocese.

Inter-Rite marriages are probably the most complicated, complex, and convoluted marriage that parish priests, deacons, and other people involved in marriage prep deal with.
